Dr. Neil L. Starr was born in Montreal, Quebec, Canada and graduated from McGill University Dental School. After completion of a general dental residency program at the Jewish General Hospital, he attended the University of Pennsylvania Postdoctoral Programs in Periodontics and Periodontal-Prosthodontics.
